CCTS Family of Funds was founded in 2002 by four entrepreneurs as an investment vehicle.
In 2004 CCTS Tax Liens I, LLC was formed to continue and expand upon the concepts and business model of the original fund, CCTS.
At first, CCTS Family of Funds limited its activities to Camden County, New Jersey, which was the home county of the original founders. At the present time, Pro Capital has expanded its operations throughout the entire State of New Jersey, New York and Florida. It is likely that future activities will include purchasing tax delinquency liens/deeds in additional states.

David Butler
Mr. Butler, Co-Founder of the CCTS Family of Funds in 2002 and is a principal in the management company of DSBD. Mr Butler's primary responsibilites are the strategic planning and marketing of Pro Capital Family of Funds.
Mr. Butler was the owner and President of Southwood Industries. Southwood Industries a visual merchandising company, located in Swedesboro, NJ. Southwood’s primary focus is the design, engineering and manufacturing of Consumer Product Point of Purchase Displays.
Mr. Butler also owns residential properties in Cherry Hill, NJ and New York City.
Mr. Butler is a Graduate of Glassboro State College, (1975) with a Degree in Fine Arts.
David Farber
Mr. Farber, Co-Founded the CCTS Family of Funds in 2002 and is a principal in the management company DSBD. Mr. Farber's primary duties are focused on acquisition and maintenance of the lien portfolio.
Since 1989 Mr. Farber has been a Vice President of US Material Supply, which is a manufacturer and distributor of military spare parts primarily for the tank, automotive and missile systems industry.
The Company’s primary focus is in support of United States manufactured equipment for the European Union market.
Mr. Farber has also owned and managed residential rental apartments and commercial real estate located in Barrington, Cherry Hill, Camden, New Jersey and Philadelphia Pennsylvania.
